Role and Functions of the R & D Cell

  1. Promotion of Open Schooling Programme in India
      1. Preparation and Operationalisation of the Centrally Sponsored Scheme for Promotion of Open Schooling
      2. Advocacy, consultancy and Resource Support to States for Upscaling of existing State Open Schools (SOSs) and setting up of SOSs in remaining States.
      3. Coordinating and clearinghouse function in the context of the promotion of Open Schooling programme in the States and networking among Open Schools in India.
      4. Reformulation of the constitution of the National Consortium of Open Schooling (MSOS); organization of the Meetings of MSOS; and follow up action on recommendations of MSOS.
      5. Capacity Building of the Open Schooling functionaries in the State Open Schools.
      6. Preparation of Profiles of MSOS and SOSs.
      7.  Providing forums for MSOS and SOSs to meet and exchange information and ideas (Conferences, Meetings, Workshops organization
      8. Organization of the Meetings of the General Body, Executive Board and Sub-Committees of MSOS.


    Research and Evaluation Programmes

    1. Preparation of thrust areas of research in MSOS
    2. Formulation and Operationalisation of the Scheme of Grant-in-Aid for Research Projects in Open Schooling (GRUPOS).
      • Research at the MSOS level
      • Research Projects to be farmed out to other Organisation/Institutions.
      • Monitoring of implementation of research programme sanctioned by MSOS.
      • Evaluation of outcomes of the research projects submitted by MSOS.

    Planning Monitoring and Evaluation of NIOS Programmes

    1. Preparation of Guidelines for Planning, Monitoring, and Evaluation of NIOS Programmes
    2. Preparation of Schedule of the Programme Processing Committees of MSOS.
      • Academic Council (AC)
      • Advisory Board of Departments of NIOS (DABs)
      • Advisory Committees of the Regional Centres of NIOS (RCACs)
      • Research Advisory Committee (RAC)
      • Open Schooling State Coordination Committee (OSSCCs)
    3. Monitoring of Implementation of the Programmes of the Constituents of MSOS.
      • Assisting the Chairman, MSOS in Monitoring the Programmes of the Constituents:
        • Through visits
        • Through taking feedback from the Departments
      • Advising the Departments/Units to take corrective measures whenever and wherever needed in case of delay or gaps on an implementation of the approved programmes.
    4. Preparation and Updation of the History of MSOS
    5. Evaluation of Outcomes of the MSOS programmes.
      • Dissemination of the outcomes of the MSOS programmes into the education system through Journal, Magazine, News Bulletin, Meetings, Conferences etc.
    6. Miscellaneous Programmes and Activities related to Planning, Monitoring, and Evaluation.

Public Relations

  1. Interaction with the general public/prospective client groups regarding queries about MSOS policies and programmes.
  2. Liaison with the print and electronic media and ensure dissemination of information on MSOS.
  3. Preparation of press releases on activities and programmes of MSOS and dissemination of the same to the media.
  4. Co-ordinating the release of advertisements on MSOS.
  5. Preparation of the monthly MSOS News Bulletin.
  6. Co-ordination of the Mass Communication Course introduced at the Senior Secondary level.

International Relations

  1. Organization of the Programmes and Activities of the COMOSA by MSOS in its capacity as the Secretariat of COMOSA.
  2. Liaison with the Commonwealth of Learning (COL) for Promotion of Open Schooling the t international level.
  3. Liaison with other International Agencies (UNESCO, UNICEF, World Bank, UNDP) in the context other f promotion of Open Schooling.
  4. Coordination and Clearing House Functions in the area of Open Schooling the international level.
